The pumps lead nowhere and pump nothing but air. I have a custom work detail for "pump operator" and set it to "only selected do this". Every dwarf in the military is assigned to this work detail, and noone else. There are nine pumps in my barracks for max. 20 idle dwarves, so not everyone is pumping all the time.
